swicting disabled

@marko.a i have deactivated a setting in woo-commerce on WP-den that allows subscription swicting.

Basically, as you know the updated API Manager plugin does not support switching and for that reason, people need to cancel to upgrade. @Svitlana update the my-account page to hide the switch subscription button BUT in my mind its better to just remove the option form the settings side. Normally woocommerece has switching disabled by default. Anyway, i am now deactivating is - we don't think it will affect users who switched in the Past BUT you never know. In case somebody emails in with and issue about past switched subs please let me know immediatly so we can look at it. there are only 13 swithers in 2019 anyways.
